However, LTSC tries to use the key and fails with a message that the key did not work, error code 0x It should be possible without any local KMS, if was able to be activated without it, right? What is important here is how you purchased LTSB. If not, you likely need to purchase LTSC. If it was not, you cannot upgrade for free.
